To install the cleo mod you just need to download a zip file,gta 5 apk and follow the steps. 
First
download gta 5 apk by above link, then
download the Zip file here
Second, Extract the file into the folder 
:Android>data
And its done 
You can use Es file explorer or Zarchiever for extraction 

How to use cleo mod.

First open your game.

Now drag your fingers from up to down.

Cleo menu will open.

Select cheat of your choice and cheat will automatically be applied.
